Mark has over 30 years of experience as an attorney representing American Indian tribes across the United States. He works on behalf of tribal governments on the development of economic enterprises including gaming, cannabis, hemp, and financing. He works on a variety of internal governance issues, and in negotiating relationships and disputes with federal agencies, states, and local governments. Mark provides general business legal services and advises on construction contracts. Mark successfully financed construction of a substance abuse treatment center utilizing a USDA loan guarantee, new markets tax credits and the 105(L) program. Mark recently represented the State of Minnesota in negotiating tribal-state cannabis compacts respectful of tribal sovereignty. Mark is situated at the forefront of the introduction of psychedelics into tribal substance abuse and PTSD treatment models. Mark also provides pro bono legal assistance to several indigenous spiritual organizations. Mark started his practice with DNA-People’s Legal Services in Shiprock, New Mexico, continued with California Indian Legal Services in Bishop, California, and as a partner with Fredericks, Peebles & Morgan LLP.
